Chapter 4: Chapter 004- Konoha Council

Sarutobi is now in the training field teaching the three of his students which he took in a month after he became Hokage. These three are same ones that he took in the canon namely Orochimaru, Jiraiya and Senju Tsunade.

 

Knowing what they might become in the future, Sarutobi daily spends some time to correct their faults which they would come to possess in the future.

 

For Orochimaru, Sarutobi is trying to install the idea of loyalty to him. In order to not get backstabbed by him in the future, he is using everything in his arsenal to make him absolutely loyal to him. And Sarutobi is quite sure, he would be able to make Orochimaru totally loyal to him by next year.

 

For Jiraiya, he is teaching him how to be a gentleman. Unlike most of the fans of Naruto, he didn't quite like the character of Jiraiya that much in the anime. A little amount of perversion is normal and everyone has that. But Jiraiya's way of peeping on women even his student's wife is purely disgusting.

 

As for Tsunade, Sarutobi is mainly teaching her how to control her emotions and be calm and collected in all situations. Considering how much money she would lose while gambling and her frequent outbursts in the anime, it is absolutely necessary for her to learn to control her emotions better.

 

Considering how much of a pampered girl she was, Sarutobi was worried that it would be very hard for him make her listen to him. But after the death of death of Tobirama Senju, she was quite sad. So, with some little effort, Sarutobi managed to make her open up to him.

 

Besides this side education, Sarutobi also prepared some special training for each of them. With their potential, they should be able to reach Kage level much earlier than in the canon.

 

After spending few hours with them and guiding them in their training, he finally came back to his office to do the paper works that he has to deal with as a Hokage.

 

Within an hour or so, he finally managed to finish it as he called out his secretary and said to gather the council for their daily meeting.

 

Yes, even in this timeline the council exists. But unlike the canon, this council doesn't hold any real power. Tobirama established it in order to lessen the workload and paper work. As a Hokage, he only needs to hear the daily reports from them and plan out the future outline of how the Konoha should look like.

 

As he reached the meeting room, it was already filled up with the council members. There is now total 10 council members responsible for specific area of work. After becoming Hokage, he kicked out two of the members who were most hostile to him as a show of force.

 

In their stead, he assigned few of his classmates in that position. They are Koharu Utatane, Homura Mitokado .

 

Even though council doesn't really have any supreme power, they do have more prestige and respect compared to other ninjas in the village. And since they can not only participate in the decision-making talks in the village but also can get the confidential information of the village, every ninja dreams to be in the council.

 

But since power decides everything, six of the seats are reserved for the two most powerful clans in the Konoha. After Sarutobi became Hokage, he didn't change this arrangement instead he just kicked one of the Uchiha clan member who was openly disrespectful to him and replaced him with Kagami Uchiha.

 

One seat is reserved for the Nara clan. Since they are very intelligent and essential for making any kinds of strategy, their patriarch is always given one seat in the council as an advisor of the Hokage.

The remaining three positions in the council are decided by the Hokage himself. Among these three, two were kicked out and one remained. That remaining person is the patriarch of the Hyuga clan.

 

Even though, Hyuga patriarch didn't publicly support him, he didn't oppose him either. Considering that he is the leader of the third strongest clan in the Konoha and he was neutral during the conflict when some people tried to snatch some power from him, Sarutobi decided keep his seat in the council.

Some of you might be wondering, what happened to Danzo? Even though Sarutobi really wants to kill him, he can't do that without some proper reason, otherwise that might cause instability in the village.

 

No matter how much of a douchebag he was in the future, he didn't do anything wrong for now expect for showing some jealously towards him. And since he was a student of the Second Hokage, he has his fair share of fans among the ninjas of the village.

 

So, killing him off without any reason is bound to create some dissatisfaction in some ninjas. And those hostile clans that really wants to weaken his power as Hokage will not let such an opportunity pass by.

 

So, until Sarutobi manages to get the absolute control of the village or Danzo makes some mistakes whichever comes first, he has to wait till then.

 

As of now, Danzo is appointed in the torture department with the ninjas loyal to Sarutobi constantly monitoring him.

 

"Let's start the meeting. Tell me your daily reports first." Sarutobi said with an authoritative voice as everyone in the council started give their reports one by one.

 

Sarutobi would sometime stop them during their briefing and tell them what steps he want them to take regarding some tasks. After a long hour, their reports finally finished.

 

Sarutobi cleared his throat and said, "Everyone except for Koharu and Homura can go to their works."

 

After they left, Sarutobi first looked at Koharu and said without wasting any time, "I need you to change the current school syllabus to this one."

 

Sarutobi handed her a notebook explaining in detail of which curriculum the students in the academy will be following in their school days along with some newly added rules that the students and teachers must follow during their stay in school.

 

"Besides the change of curriculum, I want you to lower the age of recruitment as well. Also, increase the physical, ninjustsu and genjutsu training classes and lower the amount of time in history and other useless staffs."

 

"Even though those things are necessary, it isn't as important as their increase of strength. After all, they are not here to become a scholar but a shinobi worthy of protecting Konoha."

 

"I have also prepared some books that is written by myself. Change them with the current ones from the next year." Besides the training related things, he also added some words and sentences in those books that would make the student willingly be loyal to him.

 

Sarutobi didn't directly try to force them to be loyal by writing some beautiful words in the books. Instead, he left some clues and questions here and there that would make them think many things and through the sequence that Sarutobi had put out throughout the book, most of them would come to the logical conclusion of being loyal to him.

 

The reason for him going through such a trouble is quite simple. A brainwashed man's thought can be easily changed by someone who is good at talk no jutsu. But someone who truly believes in something, it's hard for anyone to take that believe away even if the person is threatened with his life.
