Chapter 55 – Lure

After listening, Yu Tang’s heart pounded like a drum, and she asked “What are you trying to say?”

Wei Xiaochuan said, “Can we report them for sheltering refugees?”

The imperial court ruled that it was prohibited to take in refugees arbitrarily.

As these refugees were not registered and did not own any land, they had little to no qualms about harming others just to make a living. Usually when such things occur, either the authorities would repatriate them, or add them in the registry, incentivizing them to develop the land and settle down.
