"If you want to do something and have the power for it, then do it!" – Kamijou Touma
...
Kindness and honor were concepts that were useful for controlling public ideals by limiting them. These concepts kept those people from using methods to gain advantages through the means of making another person's life much worse.
These were concepts that Dio never followed in his entire life, and would not even think about starting to try. This was because, for Dio, you should only be focused on benefiting your own life, lest you die for some stranger you never meet.
For him, when someone around Dio makes a mistake or has a weakness, they show a vulnerability that can be used as an advantage to enrich himself. This was the ideal Dio followed since he first saw the golden screen appear. This was Dio's will, which he learned the hard way from his family's difficulties growing up in the Brando family.
Today was the day when he would put forth these ideas into reality for the first major time in his life. It was the day Dio would be adopted into the Joestar's family...

Dio knew from experience that his skills did not make him godly. He could absorb others through the right side of his body to eat, or to help better his control over body manipulation.
To counter his racial weaknesses to the sun, he worked at night to eat and practice the knowledge of a technique he was born with, the Spin.
He became very proficient at using projectiles with his Spin to launch them like bullets at people. Dio used this as a trump card or whenever he needed long-distance firing to eat his prey.
That was why he acquired many stone baseballs from shops to use as weapons that were stored inside his body. The baseballs were custom-made to be carved stone-shaped like baseballs.
These were all Dio could spend with his current situation without raising suspicion. Using money from the "missing" family members he killed in his town would without a doubt arouse the attention of many people.
The reason for his current cautiousness was because after arriving, he found the heir to the Joestar family, Jonathan Joestar, the man whose body is being possessed by Dio Joestar! When he heard about the heir only being called "Legless Johnny" or "Paraplegic Johnny," he assumed Johnny was his real name.
Everyone just called him Johnny, his real name was Jonathan Joestar, a young adolescent teenager that was paralyzed in his legs. It was due to a random bullet that damaged his spine in some accident. Jonathan "Johnny" Joestar could never walk again because of this tragic accident.
Dio always knew he was special, thinking he was some long-lost relative or illegitimate child to the Joestar family, which his father Dario never spoke of, but now he met a man with the same name as the body he possessed.
It surprised him, but since there was no concrete evidence of them being the same, he decided to continue his plan to take control of the Joestar assets.
...
After normal introductions with Johnny, Dio made his way to the living room where he met more people. He was introduced to the household servants and George Joestar, who told Dio that he would become a Joestar.
During this exchange, Dio decided to tell everyone that he would change his name to Dio Joestar. Losing his last name would leave bad memories behind, and allow him to get closer to the family.
The other reason was that he was already considered a Joestar in his mind due to his body and status calling him a Joestar.
Dio's main concern was dealing with the boy who was pushed around on the wheelchair everywhere he went. This boy was his main obstacle to the Joestar inheritance, the second being his new old man, George Joestar himself!
