Riser Phenex was by all means, not a very smart individual.
On could not say he was truly stupid but his arrogance often led to him making questionable decisions. Still, as a young High Devil, it was not like he did not have the ability to learn from his mistakes.
However, being constantly saved from the consequences of his bad decision making by his inborn talents and power as a High Class Devil of the Phenex Clan, robbed him of the suffering that would lead to his improvement.
Being virtually immortal so long as he had Devil Power to expend was a tremendous advantage all Phenex Clan members possesed. It made hen nearly unbeatable in the Rating Games, peerage vs peerage battles between High Class Devils.
Most types of attacks were incapable of dealing any notable damage to Phenex Devils, making them very hard opponents to kill or even just defeat in battle.
Being young, powerful, nearly immortal and basically undefeated barring one or two intentional losses, made Riser Phenex incredibly arrogant and, unfortunately for him, his arrogance was about to seduce him into making a mistake that would bring about consequences nothing could save him from.
The Devil Race was suffering from low numbers of Pure Blooded Devils, mostly due to the high casualties in the last great war between the Three Factions and the fact that they had an extremely low birthrate to begin with.
In order to try and fix, or at least mitigate, this serious issue, arranged marriages between pure blooded families became quite common.
One such arrangement, was the engagement between Rias Gremory, the young lady of the Gremory Clan and Riser Phenex, the second son of the Phenex Clan.
It was an arrangement made by their parents without consulting either of the involved individuals but the reactions of the engaged duo were quite different.
Riser saw as his duty to his family and to the Devil Race. Rias being a country toppling beauty with incredible talent was simply an awesome bonus for a womanizer like him.
It was not like he wished to marry the Gremory Heiress but he was most definitely not against it either since there were a lot of benefits like performing a great service towards his people while having fun with a new high class beauty he would normally struggle to get his grubby paws on.
Rias on the other hand, had a much more extreme reaction. Being a young spoiled princess, perhaps even more so than Riser himself, she could care less about her supposed duty towards the Devil Race.
Riser being possibly one of the types of men she despised the most, certainly did not help either. And so, she did everything in her power to argue against the arrangement and when breaking it seemed impossible, she elected to try and postpone it for as long as she could.
Her father and Lord Phenex were getting impatient however and so was Riser, ever eager to have a taste of his supposed wife apparently.
And so, while the incidents with the fallen angels, priests and stray devils of the original High School DxD never materialized, Rizer got it in his head that he was special enough to ignore the rules set by the current ruler of Kuoh Town and make an unannounced visit like he did in the original series.
As for the consequences of such an act well . . . They remained to be seen.

In fact, the reason most individuals tended to keep off from Kuoh, was Azazel and Sirzechs' strict enforcement of their own people to not break Jun's rules of entry.
After all, if those two big shots thought it prudent to follow Jun's rules and stick to his good side, then it stood to reason that going against him without some serious power backing one up would be a rather ill conceived plan.
Despite this, many sub faction wished to see what would happen if they tried to poke the proverbial hornet's nest.
This was most prevalent in the Devils of the Great King Faction and their cohorts. Officially led by the current patriarch of the Bael Clan but truly led by his father, the former patriarch Zekram Bael, it stood opposed to the current Four Satans in many ways.
They carried out various schemes to expand their influence and increase their wealth and Cleria's death came as a result of their interference due to to the fact she had caught wind of one of their main money and influence seizing schemes, the fixing of the Rating Games.
Their general unrest was viewed by Jun with vested interest. He was not interested in a war with the Devils, even though victory would certainly be his if it occured.
As such, he was just waiting for the cronies of the Great King Faction to be unable to handle their curiosity and come to poke him, giving him an excuse to launch an utterly disproportionate attack as a response.
Unfortunately, they seemed to be holding back quite well and the unannounced visit from Riser which Jun thought he would not be stupid enough to make in this timeline, would become the first violation of his established rules by anyone significant.
There had been strays and other insignificant rabble that tried to muscle in on his neighborhood but no one with status had ever dared.
Still, thought the coming visit would certainly be an unwelcome surprise, Jun would not be Jun if he could find no way to spin it to his favor . . .
