You can only rise in noble rank in White Lily by completing each game arc. By the end of the main gameplay, excluding DLC, the player's family can only reach the rank of a count.
The player can become a queen or king, but it was AFTER the end of the third arc that the main character chose the prince and princess as their primary and only love interest.
