No being outside their respective levels could enter Galaxies that were not designated for their level, and this rule could be broken as the galaxies with the Bloody Battlefields Galaxy Clusters were the ones used to anchor the Slaughter Star Monolith in the Animus Universe!
As a Universal Construct that could act to promote Slaughter and influence multiple Universes, it came with its own limitations as the division of power was one of them! When the rule was broken, it would interfere with the Construct, and this was why it had been kept strong without ever being broken since the placement of the Slaughter Star Monolith.
So very few beings could ever break the rule of this Universal Construct and do so with very little if any repercussions at all...and that was the maker of this construct himself.

They thought the mere aura and pressure of a Universal Hegemony could hold the body of a Primordial Ruination Clone?!
