Detail of Event:
#767 Usual route routine around Saltwater State park, Washington. Heard screaming, male. Decided to investigate into an alleyway, found nothing. Screaming continued back toward main road, Marine view Dr S. Four men found under individual streetlights one away from the other in a line/ face down.

Actions Taken:
Called for backup, #349 responded. Searched perimeter for movement. Checked for survivors.

Low alcohol levels. Noticeable flesh wounds- scratches, possible female nails. Jugular torn - cause of death, possible weapon? possibly bitten. Eyes burned out- weapon unknown.

Witness:
Deborah Vallis - 76
saw a woman, young possibly 20 - 25 short, thin, curved. black hair - short. black coat/jeans. The four victims walked up to her while skating on the ice. no ice skates. went into alleyway. ms Vallis hesitated to call police. Heard screaming from the men. Vallis hid behind park bench when the 4 men rushed back into the road. “too dark to properly see.” they entered the light. the woman with short black hair grabbed hold of one by the neck. they screamed and were dropped to the floor. Others ran. repeated actions for all 3. ms Vallis explained “the woman vanish into the dark (areas between the streetlamps) before reappearing into the streetlight.” Repeating this action of the next 3 “within a second” of each other. Each streetlight roughly 120-150 feet from each other.

#767 and #349 sprinted the length between streetlights, time took at minimum average around 9 seconds each. to commit a murder and run from the 1st light to the 4th would/should take longer than a few minutes. #767 had entered and left the alleyway within a few seconds.

We had ms Vallis talk to a profile artist from the department. #767 mentioned, she “recalled the girl from somewhere”. We entered the artist rendition of ms vallis’ suspect description into an online search. Photos from Case No. 6134LL2 were pulled. Ms Vallis said she was the girl she saw ice skating.
