Chapter 837: 834 Hokage Candidate Hyuga Kuroto?

In Konoha, there are no rules that restrict anyone from becoming the Hokage. Their background is irrelevant. It doesn’t matter whether they are civilians or someone from the noble Shinobi Clans.

Namikaze Minato is the best example. Despite being a commoner, he became Konoha’s Yondaime Hokage.
