Chapter I.
The Nation and National Pillars
Article 1. The official name of the nation shall be Imperial Japan Hierarchy; inheriting the Imperial Will and the Will of Heavens, we are new pioneers of the Magic and Nihon people.
Article 2. Imperial Japan Hierarchy is Unitary Magocratic State ruled by magicians, though still respecting and not discriminating against non-magicians.Article 3. National Pillars, protectors, and warriors of the Imperial Japan Hierarchy shall be Ten Master Clans and Imperial Japanese Army.
Article 4. Number Family System is established based on this constitution. They shall be given special privileges for their duty to fight and protect the nation. Number Family System consists of Ten Master Clans, 18 Assistant Houses, and Hundred Families.
Article 5. The executive body of the nation shall be the Council of Nine. The legislative body of the nation shall be Magisterium.

Chapter II.
The Council of Nine
Article 6. The Council of Nine shall be the symbol of the State and of the unity of people, be it magicians of non-magicians.
Article 7. The Council of Nine shall be formed by nine members, from which one shall be acting as Chancellor. Four members of the council, are named by Ten Master Clans collectively. Three members of the council, are named by the Military. One member of the council is elected by the citizens. Chancellor is named collectively by Ten Master Clans and Military.
Article 8. The Council of Nine shall rule in the name of Ten Master Clans, Military, and Civilian ministries. They shall act as executives and the governing body of Japan Imperial Hierarchy.
Article 9. The Council of Nine shall decide important decisions based on collective voting. To approve a decision of 1st Degree – domestic affairs, five votes are needed. To approve a decision of 2nd Degree – foreign affairs, military affairs, and magician affairs, six votes are needed. To approve decisions of 3rd Degree – national security affairs, seven votes are needed.
Article 10. The Chancellor of the Council of Nine shall act as a mediator between three factions represented in the Council. He shall also act, as a representative of the Council, in public events.

Chapter III.
Magisterium
Article 11. The Magisterium shall be the highest organ of state power after the Council of Nine, and the sole law-making organ of the state.
Article 12. The Magisterium shall be formed by 500 senators. From which, 250 shall be magicians and representatives of magicians, 150 shall be military officers and representatives of the army, 100 shall be civilian representatives.
Article 13. Magician representatives are elected by Ten Master Clans solely. Military representatives are elected by Imperial Army High Command. Civilian representatives shall be elected by citizens of the Imperial Japan Hierarchy.
Article 14. The term of office of members of the Magisterium shall be five years.
Article 15. Qualification of members of the Magisterium shall be graded based on different criteria for each type of representative. It shall be fixed in a special law.

Chapter IV.
Imperial Japanese Army
Article 17. With this article, the Imperial Japanese Army is established.
Article 18. Supreme Commander of the Imperial Japanese Army shall be Commander-in-Chief.
Article 19. Branches of the Imperial Japanese Army shall be Imperial Military, Imperial Navy, Imperial Airt Force, Imperial Magician Corps, Imperial Enforcement Guard, and Imperial Samurai Order.

Chapter V.
Magicians, Martial Artists, and Samurais
Article 20. Magicians of Tactical-Order and above are forbidden to travel outside Japan without special governmental permission.
Article 21. Magicians with combat-related magic can only get employed in the magic-related business. Magicians with non-combat magic can pursue any job they desire without not neglecting their magic development and training.
Article 22. All magicians and martial artists must be registered within Imperial Magician and Martial Arts Administration Office. After registration, they get the title of Imperial Magician. Registration must be done before reaching adulthood, 21 years of life.
Article 23. All magicians must mandatorily serve in the army for two years after finishing their studies.
Article 24. In times of crisis, all magicians must help civilians and protect the country.
Article 25. In times of war, all magicians capable of a fight with combat-related magic must fight for the country. All magicians not capable of the fight, but with magic useful for war, must participate in war as support personnel.
Article 26. Magicians have priority in healthcare, resources and other thing needed.
Article 27. Every civilian family that has a magician child gets free education up to University included a set of CAD and financial help during studies.
Article 28. All magic engineers can request state donations for their projects, after making the basic structure of their work.
Article 29. If an anti-magician terrorist movement is found, it could be exterminated by any Imperial Magician / Martial Artist / Samurai, after making a report to the Imperial Administration Office.
Article 30. Magicians of Tactical-Order and above, must always be on standby and be ready for war.
Article 31. The growth of new magicians is supported by any means possible.
Article 32. All Magicians must mandatory learn at least the basics of martial arts.
Article 33. Any form of discrimination between magicians and non-magicians is strictly forbidden.

Chapter VI.
Number Family System
Article 34. With this article, Number Family System is established. It shall be composed of Ten Master Clans, 18 Assistant Houses, Hundred Families, and Extra Families.
Article 35. Ten Master Clans represent the pinnacle of Japan's magicians. Magicians bearing the name of Ten Master Clans must be the strongest Magicians in the country.
Article 36. Every four years, there shall be Selection Meeting to decide which of the Twenty-Eight Houses will be members of the Ten Master Clans until the next selection. If any vacancy occurs in the Ten Master Clans, a member of the 18 Assistant Houses is chosen to fill the missing seat until the next immediate Selection Meeting. The oldest member of the Family Head of Ten Master Clans during the meeting becomes the facilitator.
Article 37. Magicians of Ten Master Clans, regardless of their Order, are forbidden to leave under any circumstances. For Magicians of 18 Assistant Houses, Hundred Families, and Extra Families, Article 20 comes valid.
Article 38. In times of war, members of Ten Master Clans must fight on the frontline, regardless of their magic type. For non-combat magicians, Article 25 comes valid.
Article 39. Each of the Ten Master Clans can select maximally two provinces, which would be defined as Special Administrative Region. They shall manage their territories by themselves without interference from the government.
Article 40. Each of the Ten Master Clans can build a castle, fortress, or any kind of fortified structure, in their province the special administrative region, that would symbolize their position and might. This article relates only to those clans, that have been elected for Ten Master Clans four-times in-row, and have enough strength and influence to be elected another at least three times in-row in the future.
Article 41. Promising members of Numbered Families are free to use military training grounds and request free combat training from the Imperial Japanese Army.
