Tom has seen many young wizards from Muggle families in his shop being brought to him by guides and then into Diagon Alley. 

In fact, to put it more bluntly, the Leaky Cauldron was the outpost of the wizarding world and the Muggle world. And Tom was actually a half-Hogwarts student receptionist.
