Jennifer Bates was the woman in charge of rebuilding the schools in Japan after world war two.

 

She was brought in by the US government in the rebuilding effort and she was a terrible person. The legacy of her five years manning the helm in Japan echoes until this day. A great deal of the money she was given for 'correcting' the Japanese School System went into slush funds. What money did get spent wound up in useless projects, like the annex behind Toshi' school. However, there was one project that stood out above all others.

 

Jennifer wanted to have the best office.

 

However, she was unable to make her headquarters at the best school in Tokyo. Simply put, she was told to operate out of the school that would one day become Toshi's school and if she didn't like it, tough. Since she wasn't allowed to work at another location she decided that she would have a new office built. After greasing a few palms and dealing with a great deal of nonsense, she managed to get approval for an expansion on the school. A new addition that was six stories tall and supposed to be the 'office building' for the entire school system for Japan. Her Office was going to take up the entire sixth floor of this tower and they started building it in 1949.

 

One year before she got hit with corruption charges by the US army and was thrown into prison.

 

For the next eight years the project was in a form of limbo, repeatedly started and stopped. Money flowed into the project from the US government and flowed right out into the coffers of the Kodo family, that would one day become one of the stronger crime families in Japan. Well, they aren't doing so well right now, but that's a story for another time.

 

What's important is that, eventually a six story tower was built as an addition to the school. A tower that never had plans for an elevator in the blue prints so that, eventually, everything above the third floor was basically forgotten. The main building was three stories and thus access to this addition's bottom three floors was easy enough, but getting to the fourth, fifth and sixth floor was too much of a hassle. Occasionally the school board would discuss what to do with the extra three floors. Eventually they were labeled as 'storage', even if you had to climb up multiple flights of stairs to get there.

 

What happen was that it became sort of an informal 'teachers only' area. As the decades went by, the area's use waxed and wained. In the eighties it became a place of really cheap housing for new teachers. It had individual offices, but only the shared bathrooms on each level, except for the sixth floor, which was originally designed to be Jennifer Bates' personal 'court'. The plumbing in the sixth floor could be described as, 'Aquarian Fantasy'. Otherwise, the tower was habitable.

 

So it should come as no surprise that in the 90's there was a scandal where it was found out several students were banging teachers in the building that would come to be infamiously known as The Bates' Hotel. After that came to light, the school was investigated, the rooms were zoned uninhabitable for people to use as apartments, and floors four, five, and six went back to being 'storage' and eventually forgotten.

 

Mostly.

 

The truth of the matter is, the Bates Hotel became a rather open secret as while no teacher could 'live' there, they certainly were allowed to go up there, find a couch, and crash. Some teachers made this a habit, especially if they couldn't afford to live in the city. If you had a three hour commute and didn't HAVE to go home, and you needed to be back at five in the morning, you too might decide to spend a night or two crashed at The Bates' Hotel. 

 

Corruption is as corruption does and once you get people breaking the rules a little in an acceptable fashion, sooner or later, it will be broken in new and interesting ways. Copies of keys were made to certain rooms and said keys have gotten around. Some rooms would be more secluded than others. There became a sort of unspoken code about going to and from these upper floors. There were two stairwells. One people went up. One people came down. Just so nobody would 'accidentally' bump into anyone. The cameras in that area were also... less than reliable. The traffic was rather light for the area, but you know what they say, see no evil, hear no evil, you don't have to testify in court about evil.

The reason for telling you all this is because Naora was on the fifth floor getting shagged out of her mind by Toshi.

 

The room in question was filled with left over detritus from various different epochs. This made the room rather sound proof. It had several gym mats on the floor in a corner that had obviously seen use in the past for the exact same act the pair was committing. Toshi was the one who insisted on it. The more he talked with Naora about trying to find time to get together, the more they discovered their schedules didn't match up. Eventually Naora dropped some cash, bought a key to this room, told Toshi and as weird as it might be, they found time during third period to come up here and do the nasty.

 

The phrase, 'As weird as it might be' is in reference to the fact that Kagi and Midori would need to keep watch, but couldn't stand out in the hallway. They'd have to be right inside the door while the two banged in the corner behind several couches. Couches stacked upon each other to form a wall and provide some semblance of privacy. To say this might be the most uncomfortable thing the pair of bodyguards ever had to do would not be incorrect, because as much as Naora and Toshi might be trying to keep it quiet, Naora was clearly enjoying herself.

 

Enthusiastically.

 

Kagi and Midori stood by the door, staring at it. Both kept their backs to the far side of the room. As surreal as the situation was, it also wasn't quite unwanted. Naora had been down right miserable and this was the first time she had a break since the family meeting. While it was a good thing that Naora was enjoying herself, they both thought she might be enjoying it a little TOO much. Not that they would discuss that particular thought.

 

Kagi rolled forward on her toes and glanced over her shoulder upon hearing one particular loud exclamation. She settled back down on the flats of her feet and glanced sideways at Midori who was just staring ahead, looking as impassive as possible. Kagi bumped shoulders with her partner and spoke softly, "Hey." Midori returned a sideways glance that seemed to ask, 'what'. Kagi jogged her head over her shoulder towards the far corner, "Did you have any idea he was this..." She glanced over her shoulder for a second, "Energetic?"

 

Midori just shrugged and sighed. Kagi sighed as well. Some time passed before she leaned over to whisper, "Think she'd share?" Midori's eyes snapped over to look at Kagi with wide eyes. Kagi smirked to show she was joking, "Oh c'mon!" She glanced back again, "But don't tell me you weren't thinking about it. I mean-" Midori turned away, "I have not thought about it." Kagi frowned slightly, "Seriously?" Midori nodded, "She'd kill you." She paused for the length of a single heartbeat, "And if she asked, I'd help her."

 

Kagi pulled her head back and looked Midori up and down, "Seriously? C'mon. She can't be that into this guy. He-" Midori cut her off with a rather intense glance, then spoke very pointedly, "She knows exactly what this is and she only has so long to enjoy it before everything falls apart." She turned back to the door, "Don't ruin this for her." Kagi looked concerned, then back to the corner, then returned to looking at the door, "What-" Midori spoke out of the corner of her mouth, "There's talk that they'll be arranging for a proper husband with a good family. A family who has muscle to spare, but a horrible reputation. We raise their status, they bring the manpower." Kagi's eyes darted back and forth as she thought about this bit of news, then back to the corner, "Do you think...?" Midori shook her head, "No. So do your job and let her be happy." Kagi turned back to the door.
