Kamen Riders. Heroes that have fought throughout space and time in the name of justice, love and peace. However, in another world, these stories are merely fiction, told on the television screens and through various other mediums of media, its legacy much greater than could ever be said.

In that other world, where the story of the masked hero of justice is one of fiction, one of the many people that tune into its episodes is Raiden Shoumi, a 20-year-old in Hikari Daigaku. As he lives his daily life, he dreams of another world, where he himself gets to fight against evil in the name of good. However, unbeknownst to him, and to the rest of the world, a wish upon a star brings forth a shadow that looms in the darkness, waiting to strike.

Mysterious rays of darkness target random individuals, morphing their dreams into wicked beasts. Raiden finds himself at the center of a monster attack, unable to do anything other than desperately cry for help as his life flashes before his eyes. However, a wish that brought forth evil has also brought forth justice...

Using a Driver, he transforms... and so the fight between good and evil transcends mediums and worlds alike...
