If you have 4 Nascent Soul, or 1 Soul Formation, then you are qualified to be a fifth-grade sect.

The sect that Xin Yang is in is surprisingly a sixth-grade sect, and the sect's head is a Soul Transformation cultivator, which is above Soul Formation.

The sect has 4 Soul Formation Elders. 4 Soul Nascent Soul, and 4 Golden Core Elders. Each in the outer zone, inner zone, and core zone, respectively.
