There was a reason Jonathan chose the Land of Earth to setup and build something. Because of his actions in the Sand, security was now high in the Land of Wind. The Leaf Village was far too dangerous setup something due to Orochimaru's meddling. And there were no other marks placed in other countries that Jonathan didn't have as much intel on. The thing that made this building minacious to construct was because it was a laboratory.
Having it built within the city was advantageous. On account of construction being sped up, it would be easy for Jonathan to easily monitor it. And because it was in a city, thieves and bandits wouldn't cause too much trouble.
After Jonathan set his price, the two began discussing business. Jonathan had already dug the necessary hole with his earth technique, so it sped up the time. Like Jonathan remembered what Masashi Kishimoto once said, "The world of Naruto doesn't differ very much from our present time. TVs, refrigerators and air conditioners exist in the world. The only exceptions are weapons and explosives." As long as they followed how earth's contractors built their buildings, Jonathan knew exactly what he was doing.
"What are you building this laboratory for, Mr. ugh…?" "Umino," Jonathan finished. "Iruka, Umino. And I'm building it for research purposes."
"I see. Well, then. The price you quoted earlier will be more than enough to cover the labour and materials," Katsumi Washizawa answered politely. 'His attitude changed just like I thought it would when I mentioned the money,' Jonathan thought. "How soon do you need this built, Mr. Umino?" Jonathan was right. Earlier, Katsumi berated Jonathan for how long it would take. But now, he would be willing to work within whatever timeframe.
"As long as you can do it within two years, I don't mind," Jonathan answered. "Two years? That's great! We'll try and get it done even faster." Jonathan could see the sweat appear on Katsumi's face. He knew two years was not that big of a window for contractors. At least not for what was in Jonathan's blueprints.
"I'll just need you to sign this contract. Oh! And how will you be paying, Mr. Umino?" Jonathan could sense his greedy nature. "Cash. Payment will be made. Based off the costs I've calculated, you should have more than two million ryō left." Jonathan was not a fool. He had already done the research on pricing, labour and taxes that he would be excessively charged. To be fair, Jonathan was overpaying for this building. It would have originally cost him somewhere around seven to ten million ryō, but Jonathan needed it hastily.
He honestly did not care about this world's costs or value of things. If Jonathan felt like it, he would have gladly placed Katsumi under a genjutsu to lower the cost until it free. But there was a reason he hadn't done so. One of the country's richest men under a genjutsu. He was bound to be caught eventually. On top of this, Katsumi Washizawa was a retired shinobi. He would eventually break free if left unchecked. Jonathan did not have the time to babysit others. There were a variety of things he needed to do while construction was taking place.
Jonathan handed over the briefcase after signing the contract.
This laboratory wasn't like an averagely made one. The blueprint Jonathan designed was more based on the ones from earth. Though Katsumi understood it, Jonathan tweaked it to the point where only the rarest types of resources would be used for construction. It would be powered by multiple generators. The very walls were also made of finely forged steel. Windows were also a necessity, as natural lightning was essential. Inside would consist of multiple rooms. The ones that were important would be the main room, which would hold giant cloning vats; and, the herbology garden which had a glass dome ceiling above it. Like all buildings, it also required plumbing and lightning; as such, the generators would be responsible for keeping things operating. With that, air conditioning was essential. Experiments regarding chemicals required to be done at low temperatures. And even though it was only a one-story building with three extra bedrooms and bathrooms, it was seven thousand square feet that would sit on approximately sixteenths of an acre.
Jonathan's total cost for this building would have been one million American dollars.
