The Sand Village wasn't a well-known territory for Jonathan. Only some of its ninjas bore any significance to the story, whilst most were filler characters. As far as Jonathan believed, he would extract only the more useful things before choosing to depart the country.
Considering Jonathan posed as Gōza, he knew there would be times that people could be watching. As such, he would transform to others in order to use Gōza's money and buy equipment. Such things he stacked himself with were hundreds of senbon needles and a new weapon's pouch. After his supplies were destroyed in the Leaf and likely confiscated, Jonathan had to again start from scratch.
This time around, Jonathan was not planning to gather a bulk amount of equipment. What he had on him would be sufficient enough: gourds filled with hot spring water, the world map, and hundreds of senbon needles stored in his weapon's pouch. Whatever tools or equipment he needed for his other plans would be acquired when needed.
It was still the morning, so Jonathan did not need to attend any council meetings yet. Of the things Jonathan disliked it was politics. Gōza had a reputation in the Sand Village that required him to oversee certain sections. That section dealt with the residential side. This was the poorest sect in the Sand Village, and Jonathan did not care for it.
Ignoring those trivial matters, Jonathan activated his smoked technique and traversed outside the Sand Village undetected. His destination was the Sand Monastery.
This was where the priests were stationed.
Because Jonathan did not have the time to stay, he had to move fast. The distance to the monastery was less than half a day's journey. That was time Jonathan could not waste. If Jonathan began acting differently as Gōza, the other wise members would become suspicious.
Using the wind as a means to travel faster whilst in his smoke form, Jonathan was able to make it to the monastery in three hours. Granted, his chakra had depleted by a lot. Without being detected, Jonathan placed a mark on the monastery and performed the flying raijin technique to teleport back to the Sand Village walls.
That was Jonathan's limit for now. Anymore and he would collapse. Even his transformation as Gōza ended.

"What we need is a treaty among the Mist Village," Sajō declared.
"No, it is too dangerous," Raja debated.
A lot of murmurings unfolded within the Sand Council room until the door's opened.
"Senior Gōza, you're late," Rasa announced.
All the eyes turned to Jonathan as he casually walked to his seat saying, "My sincere apologize, Kazekage Rasa. I had health problems and desperately needed to consume something fast." Jonathan was referring for his need to replenish chakra with the calorie control technique. But they wouldn't have known that. It was a secret technique from the Akimichi clan only known by them.

"That's no excuse," Ebizō argued. "You have a duty to the village. Being late for meetings is detrimental."
"He's right," Baki agreed. This caused the entire council room to reprimand Jonathan. He gladly took their castigations without debating.
"Don't let it happen again, Senior Gōza. Now… Where were we?" Rasa continued.
The entire meeting consisted of a possible treaty among the Mist Village. Jonathan wasn't too keen about this part of the story, but he did remember a scene involving this trivial matter. Nevertheless, he hardly spoke and simply agreed with all of Ebizō's decisions. Ebizō was the Senior with the highest level of prestige and respect in the council when Rasa wasn't participating. If there's anything Jonathan learned from making political decisions, it's to gain favour with the highest figureheads.
"That concludes this morning's meeting, everyone." Rasa dismissed the council as everyone began standing up. It wasn't every day Rasa participated in the Sand Council's meetings. Only when it discussed matters pertaining to those outside the village, like a treaty with the Mist Village, would he find a need to attend.
"Senior Gōza, why were you so late this morning?" Jōseki asked Jonathan. He called him Senior just now. Likely because the other members were still around.
"I told you, Senior Jōseki. I was not feeling well. Would you care to treat me to a meal since you're inquiring about my health?" replied Jonathan. This caused Jōseki to chuckle. "I do say, I am craving meat at the moment," Jōseki responded. "Senior Ryūsa, would you care to join us?"
"No thank you, Senior Jōseki. I have checks and balances that require my urgent attention," obliged Ryūsa.
"Allow me to join, Senior Jōseki."
"Ah! Senior Baki. Of course!" Jōseki accepted.
Jonathan understood what was going on. There wasn't any faction or division amongst the council members, but there was certainly favourtism.
The whole afternoon was spent eating with Baki and Jōseki. Though Jonathan was silent throughout, Baki probed Jonathan on his affairs. He had scanned most of Gōza's portfolio but they were filled with many complicated errors. Jonathan could easily fix it by investing what he believed would help both the residents and the economy thrive, but that was far from what he desired.
Jonathan came to destroy this world, not save it.
