It had perhaps been a week in total since Jonathan's arrival in the Sand Village. Since then, he's infiltrated them without batting an eye. The instant he sought an opportunity to place Ebizō (the council's leader) under a genjutsu, he did so without hesitation. Jonathan had also acquired the formula to the dharma seal. What he needed now was to leave.
Perhaps the Sand Village could have been made into a better village than the Leaf, and perhaps Jonathan could have even thrived here as the next Kazekage over Gaara. But by no means did Jonathan seek any of those things. He needed to cause destruction. And to do so, he needed power.
The more knowledge he had on someone, the better.
Considering his interference in the Sand was paramount, Jonathan understood that it shouldn't affect how things would occur for the main characters too much. Even if Jonathan were to slay several shinobi here, he believed that only a few of them would cause a big enough impact in the next few years. This was why Jonathan was beyond careful. Slaying those at the monastery didn't matter to him, so long as it helped him achieve his own ambitions.
"Alright. Let's begin today's meeting," Ebizō declared.
Half an hour passed with the seniors discussing the recent event as well as economic affairs. Ikanago had not mentioned what he and Baki discussed back at his office. Rather, the notion of what each senior was doing to appease the masses was afoot. Jonathan assured everyone that those from his sect were more inclined to put their faith in what the Kazekage decided.
To be fair, Jonathan didn't bother to address his sect. He kept quiet and let them spread their own rumours. The reason being was because Jonathan knew the current Kazekage would die not long from now. As long as Jonathan used him as a catalyst, he would be playing the Sand's political game correctly.
"Is there anything else needing to be addressed?" Ebizō asked.
"Yes," Jonathan spoke. He stood up from his seat and said, "Honourable seniors, it has come to my attention that one of my spies has discovered important information regarding the Leaf Village." When Jonathan said this, he drew the attention of the whole room. This is what Jonathan needed.
"Currently, our economy is in dire need. And with the recent setback we faced at the monastery, our people seem restless."
"Then, what do you propose, Senior Gōza?" asked Ikanago.
"I propose we make a trade with the Village Hidden in Stone," Jonathan answered.
The whole room began to murmur until Ebizō quieted everyone down. "Speak more on this trade, Senior Gōza."
"But of course, Senior Ebizō." Jonathan continued, "With the valuable intel I've gained on the Leaf, let us, the Sand, trade that information as a sign of peace among the Sand and Stone."

"That's insane," Jōseki added. "We have been at enmity with the Stone for years now. What makes you think they'll accept such a proposal?"
"He's right," agreed Ryūsa.
"It is a simple matter, honourable seniors. Allow me to go and speak with a representative from the Stone." Jonathan said those words in such a manner, it was as though he was already allied with the Stone Village. The whole room came into an uproar.
"This is ridiculous!" screamed Baki. "Senior Gōza, you were recently attacked by Sasori of the Red Sand. How can we just let you abruptly venture to enemy territory?"
"Senior Baki," Jonathan said looking at him. "Is my duty not towards the betterment of the village?"
"Let us know this intel you have before I make my decision, Senior Gōza." The person who asked Jonathan was none other than Sajō. From the information Jonathan knew of Senior Sajō, it's that he was not easily fooled.
"Seniors," Jonathan spoke. "It is believed that an orphanage is secretly recruiting agents to the Leaf's covert organizations. The people I've sent to investigate the matter have confirmed the exact location of this orphanage."
A lot of murmurs began taking place in the council room. Many questioned Jonathan who this person he assigned was. As no one they were aware of was capable of infiltrating the fire country so conspicuously. On top of this, they were weary of Gōza going out again. Two terror attacks just occurred. Though the council mainly looked out for the betterment of the village, they still valued their members. As Jonathan answered all their questions, he final stated. "Senior Ebizō, I urge that you make the decision on who should deliver this information as a sign of peace amongst the Sand and Stone. Do you not think that it would be valuable for us to end our village's suffering due to past conflicts?"
The room became silent.
"We shall send a messenger bird to the earth country. When we get a response, Senior Gōza will be the one to negotiate matters," Ebizō declared.
"I object to this," Baki yelled. "Allow me to accompany Senior Gōza." Jonathan knew Baki would say this. The day he approached Jonathan about peculiar events occurring after the proposed Sasori ambush, Jonathan understood Baki would do whatever it took to get to the bottom line of things. He even knew of his meeting with Ikanago.
"Denied, Senior Baki…" both Jōseki and Ebizō said this at the same time. Ebizō then stood claiming, "Because of Sasori of the Red Sand, Senior Gōza will travel in secret with a family. Should the Stone agree to our proposition, Senior Gōza will meet where they agree to. Brothers, this is for the Sand's—no, the whole Land of Wind's prosperity. If we can ally with the Stone and put aside our differences, we can rise to power without question." When Senior Ebizō declared this, not a single honourable senior could go against it.
Why would they? Both Ebizō and Jōseki belonged to Jonathan!
